I found this idea on Little Hands, Big Work.  We took a foam puzzle and buried the letters.  My 4-year-old had fun digging and putting the alphabet puzzle together.

Puzzle Activity

For our 1 year old, I buried pieces to a wooden puzzle.

She enjoyed touching the rice…

finding the pieces to put the puzzle together…

and dumping it out of the container…

This activity was great for a 4 year old and 1 year old!
